BEIS wishes to appoint a Supplier to undertake an evaluation of the public sector energy efficiency loans scheme. The scheme aims to reduce public sector energy bills, greenhouse gas emissions and energy consumption by removing the financial barriers to the installation of energy efficiency projects in the public sector. The evaluation aims to assess the net impact of the scheme in relation to its three intended impacts, improve understanding of how the scheme's processes operate in practice, assess the cost-effectiveness of the scheme, and produce learning about the loan scheme that is of wider benefit to the department and other organizations. The evaluation is expected to use primary and secondary quantitative data and primary qualitative data to undertake a quasi-experimental impact, process and economic evaluation.
