The Council requires a combination of accredited and non accredited courses to support the delivery of flexible and responsive provision to adult learners (19+) who are: o unemployed o economically inactive o prior attainment is below a full level 2 qualification (we are seeking to procure programmes up to and including level 2 but not level 3)
