1. The Situational Awareness Command & Control (SACC) DT is responsible for the procurement and in-service support of Aerospace Battle Management (ABM) and Data Link (DL) equipment and systems. 2. The SACC DT has a requirement for the In Service Support and Post Design Services for the data link VMF Planning Tool (PT). The VMF PT will be used by the Joint Data Link Management Organisation (JDLMO) located at RAF High Wycombe, to co-ordinate, design, and manage VMF networks. The tool comprises 4 standalone laptops hosting Commercial off the Shelf (COTS) operating systems and bespoke software for which the MOD owns the Intellectual Property Rights (IPR). The purchase and maintenance of hardware is not required as part of this contract. 3. The VMF PT supports the VMF network design process. The tool achieves this by integrating pre-existing platform VMF communication system characteristics (provided to the JDLMO) with the required network characteristics to calculate optimal VMF network parameter settings for VMF network participants. The tool’s output is in the form of an XML Schema Document. 4. Activities required to be undertaken include, but are not limited to, general project administration, software support (knowledge of SQL database and Microsoft .net framework), technical support and advice, training, configuration management, security maintenance including production of Risk Management Accreditation Document Set (RMADS). Knowledge and understanding of MIL-STD-6017, MIL-STD-2045-47001, and MIL-STD-188-220 is required. 5. The Contractor would be required to travel to Military venues in the UK and attend meetings relating to Data Links at Abbey Wood and possibly abroad (normally one meeting per annum in the US). The Contractor must hold a Security Clearance (SC) and be a British National for International Traffic in Arms Regulations (ITAR) reasons.
