5726-2013: UK-Sheffield: Refuse and waste related services

The University of Sheffield (UoS) wishes to work in partnership with an innovative and customer facing contractor for the provision of a waste collection and recycling / disposal service for its main campus and student residencies, using a combination of bins, skips, compactors and potentially balers, which employs a solution that:
— Maximises value for money;
— Is customer focused, proactive and responsive;
— Increases and subsequently maintains satisfaction levels and expectations for our customers and employees; and
— Is based on best practice and the Waste Strategy for England 2007 (see below).
The UoS would like proposals for the management of general waste based on the following provisions:
— The UoS will undertake basic streaming on site (i.e. general waste and co-mingled recycling);
— Further processing and recovery of general waste off site by the contractor; and
— Residual waste is not sent landfill.
The initial contract term is intended to run from 18.5.2013 to 17.5.2014, with a 6 month trial period as per Appendix A, Clause 13a, and this will cover Phase 1. The Contract shall then run covering Phase 1 and Phase 2 from 18.5.2014 to 17.5.2019 with an option to extend by up to a further 2 years thereafter.

Contract value: Waste Management service for the University campus and residences to be implemented over two stages. The initial phase is scheduled to commence on the 18t.5.2013 followed by phase two in May 2014. Full details of the proposed contract length and details relating to the requirement can be found within the tender documents.Estimated value excluding VAT: Range: between 2 000 000 and 3 000 000 GBP
