To provide expert challenge, change and risk management advice to the senior Transition Programme Boards members on a call-off basis. Skills required include: - implementing change - successfully considering the links between strategy, structure and departmental system issues - balancing out the narrow/short-term goals with broader strategic requirements in relation to the cost savings identified in the forthcoming spending review - understanding the MPA assurance review and governance process - gravitas to work with and challenge senior board members Outputs required: - Ensuring that the boards maintain their responsibility for setting the effective strategy to meet the requirements of the Health and Social Care Act 2012. - To advise and support the board on any aspects which impact on the organisation placing it at risk financially, publicly, politically, reputationally or otherwise, escalating issues and, in extreme circumstances to appropriate Board members or the Permanent Secretary - Governance experience; bringing experience of strategic implementation, MPA reviews and assurance, risk and performance management - Advising on the delivery of a complex organisational change initiative - Strong influencing and negotiation in challenging the Board members - The consultant would be required to assist in development of the organisation's strategy, constructively commenting on and contributing to its development and implementation
