Essex County Council (The Authority) is putting in place an Agreement for Pre-Payment Cards. The Authority makes payments to customers to enable them to purchase goods and services direct. Payments are made to customers across all client groups, providing funding to support a wide range of needs and outcomes.
The implementation of the Pre-Payment Card will enable the Authority to streamline processes by:
- Reducing the need for customers to open up a dedicated bank account
- Improving and streamlining auditing
- Recouping surplus funds quicker and more effectively
- Reducing auditing costs
- Delivering savings.
The Authority will require two types of Pre-Payment Card; one for managing one-off payments and one for long term use, this will ensure the needs of all Customers are met. The Pre-Payment Card must provide Customers with the option to purchase goods and services using a variety of options, i.e. electronically, retail outlets, telephone and bank transfers.
The Services are required to be provided primarily to the Adult Health & Community Wellbeing directorate within the Authority, although the Agreement may also be used by other areas within the Authority such as Essex Shared Services, Childrens Social Care with the possibility of pre-payment cards being used by ECC staff in the course of their duties.

Any supplier interested in bidding for this tender is required to register their interest on the Essex County Council eSourcing portal, Ariba.
1) Where you have already registered your organisation on Ariba please send an e-mail to the following address (email2workspace-prod+ECC+WS222174211+8lox@ansmtp.ariba.com) asking to be invited to this event. Please provide your Ariba Network ID (ANID), organisation name and contact details with your message.
Where your organisation is not registered on Ariba:-
2. Fill in the New Seller Registration form at http://ecc.supplier.ariba.com/ad/register/SSOActions?type=full
3. Once submitted, you will receive an email with a time-limited link to click to verify your registration details.
4. You will then need to complete the Required Profile Fields from Essex County Council (ECC) and submit that response, which comes to ECC for the supplier to be approved.
5. Once approved you will receive an email with a link to go into the site and update a user password. Please ensure that you do update your password. (please keep this secure).
6. When you have completed all these steps, please send an email as noted in 1) above for a registered organisation. Your organisation will then be invited into the project.
7. Once invited you can log back into the portal and access the information and attachments relating to the opportunity. You will also be able to use the Message Board.
