407894-2012: UK-Belfast: Financial consultancy, financial transaction processing and clearing-house services

The current contract for the Northern Ireland Childcare Voucher Scheme was let in February 2007. The contract is due to expire at the end of February 2013. The contract is open for use of staff within Northern Ireland Civil Service (NICS) departments. (The contract was later varied to cater for staff in other public bodies such as The Police Service of Northern Ireland (PSNI)). The new contract will cater for staff in NICS departments and other listed Public Bodies.
A salary sacrifice childcare voucher scheme is a government scheme regulated by Her Majesty's Revenue and Customs (HMRC) under which employees can opt to give up or sacrifice part of their salary in return for receiving childcare vouchers. The salary that is given up in this way in exempt from Income tax and National Insurance contributions up to a limit which is currently no more than £243 per month or £55 per week.
Currently around 800 NICS employees participate on the Scheme together with approximately 700 employees in the public bodies. In the last financial year the amount sacrificed by both NICS and public service employees was over £3.2m. The operation of the scheme requires the services on a specialist voucher provider company. The contract will run for an initial period of 3 years with 2 further options to extend of 1 year each.
