397986-2012: UK-Chesterfield: Patient-administration system

This procurement process is for a Patient Administration System (PAS). Chesterfield Royal's (CRH) current PAS system will be at the end of life at the end of March 2014. CRH's requirement is to procure and fully implement all necessary key items of functionality provided by the system by the end of life date.
The PAS system functionality will include:
— Hospital-wide patient management system functionality;
— Outpatient clinic management;
— Admitted patient care management;
— Waiting list functionality;
— Case note tracking;
— Clinical coding;
— Integration to a clinical portal;
— A full data migration process will be required;
— An option to buy a Clinical Portal.
The system must conform to the CRH's Statutory Obligations with the Department Health, Information Governance requirements, ensuring compliance with the NHS data dictionary and support statutory reporting and all relevant DSCN/ISN standards must be met. The core requirement is to replace the existing PAS, that is the Electronic Master Patient Index, Patient Registration, Bed Management, Referral Management (inc 18 week RTT, Cancer 2 Week wait, Integration to Choose and Book), Outpatients, Inpatients, Waiting List, Case Note Tracking, Coding and Commissioning, Electronic Discharge, Reporting (Operational reports, management information and data extracts), plus non functional requirements. The system must interface to existing departmental systems during the initial transition and where necessary for the future. It is proposed that the successful system will be capable of forming the basis of an EPR system at a future date. The Clinical portal is an optional requirement therefore the inclusion of the clinical portal may be treated as a variant tender, further details on the types of variant tenders required for this procurement will be set out in the ITT. The Clinical portal should provide patient-context sensitive access to multiple clinical systems, initially within CRH, but potentially extending to other systems across the local community. Stroke - Dendrite.
The system is required to produce messages/documents for transfer to community and GP organisations via Sunquest communication software. The contract will be for an initial period of 10 years with the provision to extend by up to a further 5 years based on performance and delivering continued value for money.
