The Department for Transport (the “Parent Bodyâ€) is seeking to move its executive agency Vehicle Certification Agency (VCA) (the “Potential PSM) to a new commercial model with potential for mutualisation. The Potential PSM carries out a range of statutory (type approval and technical services) and non-statutory functions. The majority of its income comes from the linked services of type approval certification and technical services that ensure that vehicles meet minimum regulatory requirements for safety and environmental performance, under a European Union (EU) Directive and United Nations Economic Commission for Europe (UNECE) Regulations. It operates in a commercial and competitive environment. The Cabinet Office is seeking to appoint a suitable supplier to provide the Potential PSM and Parent Body with an independent business assessment of the here and now in terms of how VCA operates and, a gap analysis of what is required to get to that position of growth and recommendations to maximise this growth potential.
