GB-Hartlepool: Web Content Management System

Vela is a major North East Housing Group (www.velagroup.co.uk) and was formed in 2010 as a result of a partnering between social landlords Tristar Homes (www.tristarhomes.co.uk) and Housing Hartlepool (www.housinghartlepool.org.uk), which together has over 17 000 homes and 700 employees. The majority of our homes are for rent, but also include shared ownership, right to buy, outright sale and sheltered care schemes. This tender exercise will be carried out via our e-tendering system. To register your interest in this notice and obtain the ITT and any additional information please visit our electronic tendering website https://in-tendhost.co.uk/velagroup/aspx/Home The Vela Group are tendering for a new Website Content Management System (CMS) with supported services including design, technical support and hosting. Currently the Vela Group has 3 websites (www.velagroup.co.uk, www.tristarhomes.co.uk and www.housinghartlepool.co.uk) which operate on 3 separate instances of CMS, the Vela Group requires combining these onto a single CMS instance but retaining the 3 URLs which direct into the website at areas specific to that landlord. High level summary of the requirements are: • The Vela Group website operated on one single CMS. • Links to areas within the single website to operate from landlord URLs (HousingHartlepool.co.uk & TristarHomes.co.uk). • A single brand to be used across the whole site, but with options for differing templates and designs to be selected based on page templates. • Ability for further partners to be added (if required) or to create mini sites for approved groups / organisations. • Improved communication with customers via online or offline tools such as Form, Forums and online Advisor Chat. • Social media to be heavily embraced and embedded as part of the natural usage of the site, not as an extra function i.e. automatic Facebook / twitter publishing of articles. • Embedded use of newsletter subscription and mailings. • Mobile friendly pages as standard. • Specialist module created for Development / properties for sale or rent. Vela is seeking to award a contract on an initial 3 year contract commencing March 2013 with the option to extend the contract by a further 1 x 12 month and 1 x 12 month periods subject to satisfactory performance. In order to keep tendering costs to a minimum for all suppliers the Client will run this ITT in two stages. Stage 1 will require all suppliers to provide a fully priced proposal which will be evaluated against the stated criteria for both price and quality as stated in Schedule 5 (Stage 1). A maximum of three top scoring suppliers from Stage 1 of the ITT will then be invited to Stage 2 of the ITT which will require these suppliers to provide a working model of their proposal for client testing. Each of these suppliers invited to Stage 2 will also be required to attend a presentation of their proposal to a client user panel, both the testing and presentation will be scored as stated in Schedule 5 (Stage 2) and the total scores from Stage 1 will be added to scores from Stage 2 to provide an overall score, the top scoring supplier from the combined scores from Stage 1 and Stage 2 will be selected as the preferred supplier from the tender exercise.
