396695-2012: UK-Portsmouth: Repair and maintenance services of cars

Portsmouth City Council (the Council) wishes to procure a Vehicle Repair and Maintenance service on a single operator basis.
The services required cover both periodic and reactive works to vehicles under the ownership of or leased by the Council. Periodic services required include, but will not be limited to; mechanical repairs, servicing, MOTs, windscreens and tyres for the vehicles which it owns outright, as well as accident repairs for both owned and leased vehicles.
The contract will also cover reactive works to 3rd party owned vehicles where it can be evidenced that the Council is liable for the damage caused to the vehicle.
The Council's fleet comprises of approximately 100 vehicles, the majority of which are light commercial and minibus vehicles. Schools within the jurisdiction of the Council will also to be able to access the contract and own or lease approximately a further 60 minibuses.
The Council has set a target date for contract commencement of 1.3.2013. The contract will run on a term of 3 years with an option to extend for a further 2 years subject to performance and agreement by both parties.

Contract value: Services and facilities to be supplied by the successful operator will include but may not be limited to:- Vehicle bodywork repairs,- Vehicle mechanical repairs/servicing,- Class V and Vii MOT Testing,- Replacement windows,- Mobile repairs,- Fibreglass repairs,- 24 hour recovery,- Tyre repair/supply and fitting,- De-Fleeting service,- Independent engineer,- Courtesy vehicle at no extra charge,- Overnight repair option,- Facilities for larger vehicles,- Third party hire,- Mobile estimating,- Dedicated service manager,- E-Mail estimates,- On-Line updates of repairs,- Digital images of damage,- Quarterly meeting with service manager.The current annual spend in relation to repair and maintenance service is in the region of (IRO) GBP 50 000 per annum (PA) and for insurance related repairs is IRO GBP 35 000 PA.Currently the repair and maintenance cost of The Council's leased vehicles is IRO of GBP 60 000 PA however this is subject to change. The current arrangement for work carried out on leased vehicles is under the control of the leasing company, however this may change over the term of this contract and, as such, The Council reserves the right to add this requirement into the contract at any time throughout the life of the contract. Suppliers are reminded that the value given for this element is indicative and would not be guaranteed if added to the contract.
