Derby City Council is tendering for a provider to deliver a Parent Partnership Service.
It is a statutory duty for local authorities to arrange for parents of children with a Special Educational Need (SEN) to be provided with services offering advice and information and a means of resolving disputes under the Special Education and Disability Act 2001.
Derby City SEN Trends Analysis 2012 identified 8095 children in Derby City as having a Special Educational Need. These are children who are at School Action, School Action Plus or have a Statement of Special Educational Need.
There are currently around 1 100 children who have a Statement of Special Educational Need.
The number of active cases recorded with the current PPS for the period 1.4.2012 to 30.9.2012 was 181 of which 40 cases were considered as being of a complex nature. Examples when cases can be considered as complex may be:
- tribunal cases;
- conflict with schools which are not putting in adequate provision, recognising a child's SEN, school placement breakdown;
- cases that need high levels of negotiation, mediation and facilitation;
- involvement in multi-disciplinary/agency cases;
- relationship management between parents/carers, schools and the Council;
- identification of appropriate school placement for children with a SEN but no medical diagnosis;
- supporting parents/carers who themselves have additional needs and/or who are hard to reach/engage.
It is anticipated that the number of children with a special educational need will increase although actual numbers cannot be forecasted.
The initial contract period is 22 months; the contract is estimated to commence 1.6.2013 and expire 31.3.2015.
