Islington Council invite suitable expressions of interest from suppliers to provider Arboricultural services, 1213-086. The services/works will mainly, but not exclusively, be required by Islington Council and/or its partners. We reserve the right to offer this single supplier framework agreement to other London Boroughs that may register their interest in using this single supplier framework agreement. These organisations do not guarantee any volume or value of work to the awarded organisation. They will be under no obligation to use the single supplier framework but if they do they will have the opportunity to access the single supplier framework by signing an access agreement.
The Council is responsible for the care and maintenance of over 40 000 trees on Council land. The tree service ensures that the Council fulfils its duty of care in respect of trees and maintains its tree stock. The maintenance of trees is currently delivered through a contract. The current contract expires on the 30.6.2013.
Trees are one of the most important and defining aspects of the borough and require a very well-managed, high quality and professional approach to achieve the quality results that are expected.
The contract includes but is not limited to; Tree Planting, Tree Pruning, Tree Felling, Young Tree Maintenance, Stump Grinding, Basal Growth, Emergency.
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]. Potential providers must be aware that TUPE will apply.
No guarantee is given towards volume or value of work under this single supplier framework agreement. The estimated value of the single supplier framework agreement is GBP 2 000 000 to GBP 3 500 000 across the 4 year (48 month) period for Islington Council. The allowed scope for Islington Council and other parties who may join in the single supplier framework is between GBP 2 000 000 to GBP 7 000 000 across the four year (48 month) period. The Council and its partners will be under no obligation to utilise the single supplier framework agreement. We reserve the right to offer this contract to any of the 33 London boroughs (including the City of London Corporation). These other organisations will have the opportunity to access the contract by signing an access agreement. This may be done in two ways:
1) Islington undertakes the clienting function for that organisation.
2) The contractor provides the service directly to the organisation.
In the case of option 2 the contractor has the right to opt out and not provide the service. The single supplier framework agreement will be awarded based on the responses to the tender award criteria. Islington Council is seeking to appoint a single contractor to the single supplier framework. The arrangement will be monitored against a range of outcome based indicators which the provider will be expected to achieve. The details of these indicators will be included within the contract specification and the successful organisation will need to demonstrate they have the capability and capacity to meet these requirements. The Council and its partners will be under no obligation to utilise the single supplier framework agreement.
