Parts for military aerospace equipment. Possible Future Purchase – Urgent Operational Requirement for Electro Optical Capability- Hercules C-130J Mk4.
1. Summary of Requirements / Description of Work: As part of Defence Equipment and Support (DE&S) the Hercules TriStar Project Team (HTPT) has a potential Urgent Operational Requirement (UOR) for electro optical capability, that mounts the existing MoD Wescam MX15 sensor to a number of RAF C-130J Mk4 aircraft. The Authority will be looking for returns from organisations who have the capability to act as Prime Contractor. A Pre-Qualification Questionnaire (PQQ) may be issued to assist with the down selection process. Post the down selection process an Invitation to Tender (ITT) may be issued to selected companies, it is the Authority’s intention to consider inviting a minimum of 3 and no more than 6 companies to submit tenders. Tenders will be assessed in order to establish the best value for money solution which fully meets the requirement within the aggressive timescales of the project. Full criteria will be specified in the ITT alongside the evaluation process.
2. Technical Requirements: Expressions of Interest are invited from companies who can demonstrate competence in the design, integration, manufacture, certification and maintenance of; externally mounted electro optic equipment and associated operator console solutions. The successful contractor will assume the role of Design Organisation (DO) for the complete electro optic capability, working with the HTPT to achieve continued airworthiness and value for money.
The appointed DO must hold either Design Approved Organisation Scheme (DAOS) accreditation, or an acceptable alternative means of compliance or provide evidence that accreditation can be achieved prior to contract award with the appropriate scope to provide the capability. The proposed system must be role equipment, compatible with the RAF C-130J Mk4 at its current configuration standard and not require any permanent modification to the aircraft. In order to satisfy the aggressive UOR timescales, the DO must be willing to integrate and certify existing GFE into the proposed design. Due to the aggressive timescales involved it is foreseen that proposed solutions will be comprehensive, mature and ideally already cleared for use on C-130, with an initial equipment delivery that does not exceed 6 calendar months from contract award.
3. Additional Information: The contracting strategy for this requirement will utilise the restricted procedure and shall be in accordance with the European Union Public Contracts Regulations 2006. Any late expressions of interest from companies will not be considered.
Expressions of interest should include a brief outline (please do not exceed 4 A4 pages) of any proposed solutions, including a Technology Readiness Level assessment and the details of any current operational platforms to which it is fitted. An expression of interest shall be returned to the commercial officer no later than close of play (5.00pm) 11.1.2013.
