388941-2012: UK-Blackburn: welfare services not delivered through residential institutions

Welfare services not delivered through residential institutions. Welfare services for the elderly. Welfare services for the handicapped. Welfare services for children and young people. Blackburn with Darwen Borough Council are seeking expressions of interest from suitably qualified and experienced organisations of all types (independent sector, third sector, social enterprises etc) to provide domiciliary care services to the residents of the borough. The resultant outcome will meet the needs of personalisation, deliver high quality outcomes and value for money and make a significant contribution to increased choice, control and further independence to the residents of the borough and local community.
The Council are therefore inviting organisations to submit pre qualification requests for the following opportunities:
— Lot 1: General domiciliary care for adults – inclusion in the accredited provider list:
Successful organisations will achieve “accredited” status for general domiciliary care provision with their services advertised on the BwD ‘Your Support your Choice’ website. Members of the public and individuals with a personal budget will be able to utilise this list should they so wish i.e. through a direct payment, individual service fund or through self funding arrangement.
— Lot 2: General domiciliary care for adults - Preferred Provider Contracts:
Four ‘Preferred Providers’ for general domiciliary provision to be offered commissioned packages of care from BwD, let on a rota basis covering all geographical areas in the Blackburn with Darwen boundary at a specified unit rate. Contracts will be for an initial period of 2 years plus an option to extend on an annual basis for up to an additional 2 years (therefore four years in total).
— Lot 3: Domiciliary care for adults with a learning disability – inclusion in the accredited provider list:
Successful organisations will achieve “accredited” status for domiciliary care provision for people with a Learning Disability with their services advertised on the BwD ‘Your Support your Choice’ website. Members of the public and individuals with a personal budget will be able to utilise this list should they so wish i.e. through a direct payment, individual service fund or through self funding arrangement.
— Lot 4: Domiciliary care for adults with a learning disability– allocation on the LD Domiciliary Care Framework Agreement:
Implementation of a Learning Disability Domiciliary Care Framework Agreement with successful organisations being offered new commissions from BwD. Packages will be offered based on the confirmation of ability to meet the assessed needs of each individual and then in accordance with the most competitive unit rate offered through this procurement opportunity. Contracts will be for an initial period of 2 years plus an option to extend on an annual basis for up to an additional 2 years (therefore four years in total).
— Lot 5: Domiciliary care for children’s packages – allocation on the Children’s Domiciliary Care Framework Agreement:
Implementation of a Children’s Domiciliary Care Framework Agreement model with organisations successful being offered new commissions from BwD. Packages will be offered based on the confirmation of ability to meet the assessed needs of each individual and then in accordance with the most competitive unit rate offered through this procurement opportunity. Contracts will be for an initial period of 2 years plus an option to extend on an annual basis for up to an additional 2 years (therefore 4 years in total).
These ‘lots’ are not co-dependant and organisations are able bid for one or more of these as they wish.
