Mutuals Support Programme – One to Many Training for Potential Public Service Mutuals (PSMs)

Learning from the first six months of the Mutuals Support Programme has highlighted that many public sector workers seeking to form Public Service Mutuals (PSMs) need support in the same areas. This includes, support to identify business opportunities, cost their services and create business plans, engage their parent body and staff and to understand what is needed to shift from excellent in house service delivery to a vibrant, robust business (including but not limited to social enterprise). The Customer is therefore seeking a Supplier to provide training and capability development to those seeking to establish PSMs, which will fill these knowledge gaps and enable participants to create robust business plans, successfully engage their parent body and staff whilst developing the confidence they will need to lead the project to success. Indicative budget: • a development and delivery to pilot cohort cost of between £10,000 and £20,000 • a per cohort delivery cost of between £5,000 and £15,000 as demand requires. This is a Part B Services Procurement. Cabinet Office (the “Authority”) will incorporate a voluntary minimum 5 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Applicants who are unsuccessful shall be informed as soon as possible after the decision has been made as to the reasons why the Applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, aggrieved parties may choose to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Authority to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
