Governance, Risk and Assurance Lead

The Role and Responsibilities This is a new role within the restructured Programmes and Project Delivery team. The interim will work closely with the Deputy Director: Programmes & Projects and with the two Head of Portfolio Delivery postholders. However, the span of responsibility extends across the whole of DgP to ensure that programme and project governance is managed through a single framework across the Directorate. The interim will be responsible for developing the governance and assurance framework and for ensuring that it is applied consistently to support the delivery of all property programmes and projects, taking a proportionate approach linked to risk, complexity and value of projects. The primary purpose of the Interim Programme Governance, Assurance & Risk Support is to: -provide strategic management and leadership support to the Deputy Director to ensure that the portfolio of programmes and projects is robustly delivered using a consistent programme / project governance, assurance and risk framework and is supported pro-actively by the Portfolio Management Office -lead on the development and continuous improvement of programme / project delivery processes, governance / assurance and risk management -work with other Deputy Directors (particularly DD:Science) to ensure that the agreed governance framework is applied across all programme / project delivery within DgP -work as DgP's lead expert in portfolio, programme and project delivery, linking in with Defra's Project Delivery Profession -develop and maintain strong relationships with key stakeholders outside of DgP and delivery partners including senior managers across Defra organisations, Finance, Commercial, HR, IT Key Responsibilities -Ensure that programmes and projects delivered through the Programmes & Projects team and other teams within DgP are supported and managed through clear governance, assurance and risk frameworks -Ensure that there is a strong shared understanding between the IPMO team and portfolio, programme and project managers -Provide robust technical and professional advice, expert guidance in order to ensure that projects are developed and delivered aligned to Programme and Project management professional frameworks and using project delivery methodologies consistently
