Road transport services. Public road transport services. This tender is to appoint a licenced PSV operator as a partner in the provision of a park & ride bus service operating from land owned by Leeds City Council (LCC) adjacent to the football stadium at Elland Road to/from Leeds City Centre. The site (800 to 1 000 spaces) is available on a medium term basis (up to 5 years).
The contracting operator will provide a bus service specified in a contract with Metro. The contract will specify the service route, frequency and times and days of operation, The service is envisaged to operate every ten minutes between 7am to 7pm Monday to Saturday with special conditions on match days. A peak vehicle requirement of four full sized, DDA compliant, service branded buses is envisaged.
The contract will specify fares and conditions of carriage. The contracting operator will join with Metro and LCC in a Park & Ride Management Board who will jointly oversee operations and will review fares and operating conditions. All three partners will share the objective to maximise use of the service and to realise sufficient fare revenues to cover all parties’ operating costs.
The contract between Metro and the contracting operator will be set on a risk and profit sharing basis. In the first year of operation, Metro will pay the contracting operator an annual sum in monthly instalments reflecting the cost of operation. Fares revenue collected during the first year of operation will be retained by the operator and declared to Metro and LCC by means of a quarterly certified return. The annual sum in the second and subsequent years will be determined based upon the cost of operation and a projection of fares revenue based upon experience in the first year of operation.
The operator will secure exclusive access to the Park & Ride site for the provision of a bus service by means of a lease with LCC. The terms of the lease will be summarised in the tender documentation.
Tenders from prospective contracting operators will be evaluated based upon.
— Tendered gross cost of operation,
— Tendered net cost of operation after deduction of fares revenue – favorable consideration will be given to bids from operators willing to take a greater share of revenue risk from year 2 onwards,
— Service quality statement – favorable consideration will be given to bids from operators proposing a higher vehicle specification than the minimum set together with robust customer service and operational management proposals. An evaluation criteria will be issued with tender documentation.
Construction of the site is planned for Summer / Autumn 2013. Operation of the service is expected to commence during Winter 2013. Metro will hold a seminar in Spring 2013 to discuss full requirements of the service following which formal tenders will be invited. Passenger demand forecasts will be provided to prospective bidders at this stage. The award of the contract and lease will be subject to funding and planning approvals.
