Sunderland City Council is seeking applications for it's Contract agreement for Domestic and Commercial Removal Services, Storage and Crate Hire.
The Council classifies this Contract as a Contract in respect of Part B Services. As such, the Council does not need to advertise this Contract in the Official Journal. However, this Contract is to be awarded adopting the spirit of the Public Procurement Regime. This notice is issued so as to increase competition and so that the procurement process is conducted in an open and fair manner. The submission of this notice is not an indication that the Council considers the Contract to be for Part A services and accordingly the Council shall not be restricted to those regulations which are exclusively applicable to Part A services, or adhere to all the provisions applicable to Contracts for Part A Services.
The Contract is divided into 2 main lots.
Lot 1 DOMESTIC REMOVAL, STORAGE AND CRATE SERVICES.
The Council has a legal responsibility under the provisions of the Housing Act 1996 (as amended by the Homelessness Act 2002), towards homeless persons (service users) and their families, to whom an interim duty to accommodate is owed, to take their goods and effects into temporary storage, where they cannot reasonably be expected to make their own arrangements, if they have been referred by another Authority or when duty/power arises in any case where the authority has reason to believe that there is danger of loss of, or damage to, any personal property of a homeless applicant by reason of his inability to protect it or deal with it and no other suitable arrangements have been or are being made.
The Council is looking to appoint a provider with relevant experience in providing storage, removal and crate services in a similar environment and will preferably be a member of the British Association of Removers or an equivalent trade organisation.
Lot 2 COMMERCIAL AND OFFICE RELOCATIONS, DISPOSALS AND CRATE SERVICES.
The contract lot is for the provision of labour, vehicles, and packing crates to carry out relocations of Council property and/or staff personal belongings from one office location to another or for the packing, removal and disposal of office equipment and materials.
Relocations and moves may be within the same building and some relocation and moves may include relocations in other buildings and locations and may need removal vehicles for office equipment and furniture.
