387429-2012: UK-Maidstone: surface surveying services

Kent County Council (the Council) is the largest local authority in England covering an area of 3 500 square kilometres. It has an annual expenditure of over 1bn GBP on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.
The Council consists of four operational directorates (Education Learning & Skills, Families & Social Care, Customer & Communities and Enterprise & Environment) and one service directorate (Business Strategy and Support). This requirement is for Technical and Environmental Services within the Enterprise & Environment Directorate.
The Council is responsible for the maintenance of a highway network which is over 8 500 km in length and is almost equally split between the urban and rural environments. Kent is divided into 12 districts and these district boundaries are used to divide up the highway network.
The Council is seeking a Provider to provide a full survey and consultancy service for the collection, analysis and management of highway condition data. The service will include the following:
·SCANNER, SCRIM, CVI and Enhanced FNS (optional) condition surveys;
·Maintenance of PMS and provision of accredited UKPMS System;
·Data loading into UKPMS and preparing annual reports for NI, BVPI and WGA;
·Investigatory Levels and Site Category - assessment and review;
·Crash data analysis and delivery of annual Skid Deficient Sites Report;
·Analysis and delivery of annual Maintenance Schemes Report;
·Deterioration modelling for survey data with the ability to prepare optimised future work programmes;
·Hosted web based GIS, pavement and asset management Platform.
The Provider should ensure the Services are in accordance with Good Industry Practice and complies with the Contract, specifications, British Standards, guides, protocols and codes of practice as updated, amended and superseded from time to time. The proposed contract is scheduled to last for 36 months, with possible extension(s) for a further 36 months.
