PROJECT BRIEF – GIS MAPPING

Riverside Carlisle currently has circa 6100 properties spread across 19 different neighbourhoods within Carlisle and the surrounding Districts.

The project is to be completed and the data presented in ESRI ArcGIS format projected to the British National Grid Coordinate System.

We have broken the specification and down into the different elements for ease of reference.

PUBLIC OPEN SPACES

We currently have no data regarding our Public Open Spaces. As well as needing the information for maintenance and planning purposes, these pockets of land have potential for development and/or disposal so we will require all the information about these areas to be collected and collated.

Specification

Our GIS Officer will provide you with the Properties and Land Ownership Data (in Shapefile format) for all 19 of our Neighbourhoods.

You will use this data as the basis to identify the areas in question and clarify any anomalies before starting on the fieldwork.

We will also provide a list of neighbourhood priorities.

You will visit each Public Open Space in all 19 Neighbourhoods (in the priority order that we have specified) and using Tablet PCs, Lasers and/or GPS, all maintenance and other assets on site will be accurately mapped. The data collected will include, but not necessarily be limited to, the following;

Asset Type Comments

Fences Including Type (i.e. wooden post and rail, wooden post and netting, metal, post, concrete etc

Gates Including Type (i.e. wood, metal, double gate, single gate)

Hedges Including Type (i.e. young, old, remnant etc)

Walls Including Type (i.e. brick, sandstone, concrete etc)

Trees Species, height, dbh, approximate planting year and causes for concern (e.g. Ash Die Back or other diseases and/or conditions which pose a risk to the specimen)

Ground Cover e.g. Shrub beds, grass, hard surfacing, tarmac, boggy/marshy land, gravel, streams and ponds, stream banks etc

Footpaths and Roads Including Type i.e. tarmac, gravel,) and Status (official, unofficial, adopted etc)

Car Parks Including Type (concrete, tarmac etc) and general condition (delineated etc)

Street Furniture e.g. Lamp posts, Telegraph Poles, Litter Bins, Benches, Street Signs, Bollards etc including Type where applicable

Play Equipment Including type (i.e. swings, roundabouts etc) and material (i.e. metal, steel) and general condition

Services e.g. gas, electric, fire, utilities, drains, gutters, inspection covers etc, where identified from the ground

Access Points Gate or other in enclosed areas

You will then collate all this data and also carry out searches as to other possible statutory designations (i.e. Conservation Areas, SSSIs, TPOs, etc.)

You will then prepare the data for submission and will provide us with all the GIS data in a Shapefile and associated layer file format.

You will need to include an extra over cost for printing and time, please provide costs to cover all types of presentation material (e.g. paper maps, map books, map boards etc).

Costs

In terms of time, you will allow for a minimum of 2 days site time and 1 day office time per Neighbourhood. We appreciate that this will not be uniform across all of the Neighbourhoods, but as an average across all and based on previous work, we are confident that this is a realistic timescale for completion of the works. That said you must familiarise yourselves with the information provide, commit to this delivery proposal and submit a fix price cost exclusive of VAT. No claims for extra time will be accepted and you will be required to resource the project accordingly.

Your fixed price cost shall include all travel, accommodation and other associated costs.

GARDEN CONDITION SURVEY

You will carry out a Garden Condition Survey on all of our circa 6100 properties in each of the 19 Neighbourhoods.

This will involve a ‘discreet’ walk by survey to ascertain the score for each front garden, and we will assume that the back garden is in the same condition.

The following Matrix will be used:

Category Description

A - Excellent Clear signs of dedicated maintenance with particular care and attention.

E.g. mown lawn, clipped hedge, flower beds, shrub beds, garden ornaments and / or features etc

B – Satisfactory Signs of regular maintenance with some care and attention

E.g. tidy lawn or hard landscaping, some flowers / shrubs, no rubbish and only small amounts of weeds.

C - Unsatisfactory Signs of irregular maintenance with little care and attention

E.g. untidy lawn or hard landscaping, untidy hedge, rubbish and weeds

D – Poor (requires serious intervention) Signs of no maintenance

Rubbish piled up (inc. furniture, white goods and garden waste).

Bare ground (no lawn, shrub beds or hard landscaping).

The data shall be colour coded (red, amber, green and black) so that we can get a visual overview of each property and this will be provided to us as a polygon map layer.

OTHER DATA

External

You are also to research the availability of external data that may be available to acquire that we are not already in possession of (such as Utility Data, Police Data, Demographic Data, and Environmental Data).

Internal

In addition, you are to assist in assessing other ways that our own internal data can be linked to our GIS system. This may include programming time to automate processes.

LONGER TERM DATA MANAGEMENT

One of the aims of the project is to have our data in a single source which can easily be updated and edited without being too onerous on our GIS Officer and also can be easily administered by our GIS Officer so that the data remains relevant and reliable.

You are to provide us with some simplified tools in a Custom Toolbar, that will enable us to do the following;

- Edit the shape and attributes of the captured data that you supply to us for this project (and the data for the Communal Grounds Maintenance previously supplied)

- Maintain the integrity of the attribute data by limiting data entry to ‘drop-down’ lists that can be managed by our GIS Officer

- Provide map templates to speed up and homogenise map outputs (e.g. incorporating logos, legends etc)

- A tool allowing the user to make spatial joins between the property data and other internal data (e.g. wheel chair access, under occupancy etc)

None of the above is to limit our GIS Officer’s ability to access and edit the data through ESRI’s standard tools.

TRAINING

You to provide us with accredited ESRI training which should be aimed at not only the technical aspects of the systems but also training of a practical nature.

Prior to the training you will gather a better understanding of each delegate’s GIS capability level and then design a programme that would best suit our own requirements. The training will be tailored to be task specific to our needs and requirements and would concentrate on how to use the Custom Toolbar provided. However, within that framework we will also provide the delegates with an overview and understanding of what GIS is and how it fits into the organisation.

This will include topics such as Spatial Data Concepts, Data Formats such as Geodatabases and Shapefiles and understanding the ArcGIS platform.

Specific tasks will include training on how to select and identify features, creating and editing data and presenting data. The training will use our own Plans and delegates will become familiar with the skills required to create, edit, display and present our data.

Your fixed price cost shall include all travel, accommodation and other associated costs.

When you submit the data, this will include all Intellectual Property Rights in that data, as well as in the Layer Files that are submitted. For clarification, this means that the actual data will be owned by us, for us to edit, share, update etc. as we choose. Equally any data in the Layer Files such as Legends, Colour Mixes, Labels, Label Styles, etc. will also be transferred to us and can be re-used, replicated and adapted. You are to only retain the IP right to any source code that you have produced and may be contained within any Toolbars, Databases, Maps or other Software used to produce the final output.
