Energy-efficiency consultancy services. Building surveying services. Inspection of ventilation system. Training services. ESPO and on behalf of Pro5 Group (a collaboration of CBC, NEPO, ESPO, YPO and the wider public sector) is looking to set up a framework agreement for a service to meet all requirements relating to the Energy Performance of Buildings Directive and energy surveying in general. It is split into categories that reflect the provisions of the Energy Performance of Buildings (Certificates & Inspections) Regulations 2007:
— Provision of energy performance certificates (EPCs),
— Provision of display energy certificates (DECs),
— Provision of energy assessor training and accreditation,
— Inspection of air conditioning systems,
— Other energy related surveys.
Whilst initially for use by local authorities served by the Pro5 Group, being Central Purchasing Bodies as defined by the EU Combined Procurement Directive 2004/18/EC, the framework agreement may also be open for use by the following classifications of user throughout the 9 regions of England, as well Wales: Local Authority Councils; Educational Establishments (including Academies); Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.

Contract value: The value of 200 000 GBP is the estimated potential value based on known participating establishments. The value of participation by the wider public sector cannot be calculated accurately or guaranteed - but has nevertheless been incorporated within a range of 100 000 GBP to 200 000 GBP for the duration (including the extension option referred to at Section II.2.2).
