Framework for CPO Support Services

The London Borough of Hackney (“The Council”) is undertaking an ambitious programme of redevelopment and regeneration across a number of housing estates and sites across the borough. The Council aims to build around 2,300 new homes over the next 10 years. This will include an estimated 1,110 new build affordable homes comprising of 626 homes for social rent and 484 homes for shared ownership. In addition, a further 1,194 homes for private sale will be constructed. The programme will make a contribution towards achieving mixed and balanced communities whilst re-providing the existing homes for social rent. The intention is to develop some open market for sale homes to balance the tenure mix and generate cross subsidy for the construction of homes for social rent and shared ownership elsewhere. In order to de-risk the implementation of its regeneration programme, the Council wishes to exercise its CPO powers. In order to assemble the land and rights required for the successful delivery of these schemes, the Council wishes to appoint a single agent to a four year framework to act on its behalf to administer the CPO process and if necessary assist in acquiring those interests not in Council ownership.
