Specifically, DFID requires expert advice on monitoring and evaluation planning and design. This will help staff to make strategic choices from the range of appropriate methods, approaches and designs for monitoring reviews and evaluations, including impact evaluation. It will also provide for quality assurance services for monitoring and evaluation design, implementation and delivery. The services will be available to DFID staff and its partners globally; and, in regard to the ICF programmes, additionally to DECC and DEFRA staff (channelled through DFID).
