The MOPAC is entering into this procurement exercise to establish a single supplier framework with a suitably capable supplier for the delivery of Asbestos Management Services to the MOPAC and potentially other organisations listed in VI.3).
The services within the scope of the Asbestos Management Services framework will include:
— Delivery of management surveys and inspection, sampling and analysis to locate and assess presumed ACM (Asbestos Containing Material),
— Delivery of refurbishment and demolition surveys,
— Annual re-inspection, monitoring and assessment of ACM,
— Survey planning including survey risk assessments,
— Provision of asbestos survey reports and records of survey data,
— Secure storage of asbestos survey data,
— Bulk sampling and analysis services,
— Audit of asbestos removal contractors,
— Emergency ‘24x7’ service including sampling and analysis of ACM and air clearance certification,
— Provision of asbestos awareness training,
— Clear ACM affixing labeling and signage,
— And other asbestos management related services.
Please note the removal of ACM will not be within the scope of this framework.

Contract value: The value of MOPAC expenditure on Asbestos Management Services via this call-off contract is anticipated to be £1 000 000 (at November 2012 prices).It is intended that other organisations as listed in VI.3) will have the right to call off Asbestos Management Services. However, as at the date of this notice, the MOPAC are unable to give any accurate indication of the likely demand from the organisations listed in VI.3) for these services.If all organisations listed in VI.3) were to enter into call-off contracts for Asbestos Management Services on equivalent terms to the MOPAC anticipated call-off contract, the aggregate estimated value of all call-off contracts entered into under the Asbestos Management Services framework agreement may be in the region of £3 000 000 (at November 2012 prices).Estimated value excluding VAT: Range: between 1 000 000 and 3 000 000 GBP
