Ofcom is the independent regulator and national competition authority for the communications industries within the UK, with responsibilities across television, radio, telecommunications, wireless communications services and postal services. Ofcom was created in December 2003 by merging five legacy regulatory bodies and responsibility for postal regulation transferred to Ofcom in October 2011. The legal framework sets out overarching general duties that apply to our functions.
As set out in our Annual Plan for 2012/13 our strategic priorities as an organisation are as follows:
— promoting effective and sustainable competition,
— promoting the efficient use of public assets,
— helping communications markets to work for consumers,
— providing appropriate assurance to audiences on standards,
— contributing to and implementing public policy defined by Parliament.
Our current framework for consultancy services expires on 29.7.2013.
There are three Consultancy Lots in the new framework, each of which relate to a broad area of expertise; Strategy and Policy Advice, Economics and Technology. There are then Labels within each Lot which relate to specific areas of expertise.
Suppliers that are successful in this tender shall be added to the framework for a particular Lot and Label and thereafter will be invited to bid for specific requirements via a “mini competition”. Being added to the framework does not guarantee any business.
The proposed framework agreement will be for a period of two years, with an option to extend twice for an additional one year periods. Suppliers on the framework may also have opportunities to participate in invitations to tender for other UK regulatory bodies.
