PROVISION OF AN INDEPENDENT TECHNICAL EVALUATION OF THE GAZELLE ARMY HELICOPTER (AH) MK1 HAZARD LOG

The MOD has a requirement for the provision of an Independent Technical Evaluation (ITE) of the Gazelle AH Mk1 Hazard Log (HL). The HL currently comprises 19 accidents, 67 hazards, 243 causes, and 268 controls. The ITE shall comprise the evaluation of two accidents (details to be provided at the Invitation to Tender stage) and will culminate in a written report. Following this there may be a requirement for a two further accidents to be evaluated. The potential provider will also be required to attend and have input in six Gazelle HL Working Group meetings. These are normally held on a six monthly basis. Expressions of Interest are invited from suitably qualified potential providers. In order to be considered potential providers need to confirm in their Expression of Interest that they meet the following criteria: a. a technical knowledge of helicopters and air safety engineering b. a recent knowledge (within 5 years) of the Gazelle AH Mk1 technical and operating systems. This may be through DAOS approval for the Gazelle AH Mk1, or other suitable experience c. shall be independent, which means that they have had no previous input into the Gazelle HL d. have a working knowledge of e-Cassandra and have access to, or be willing to gain access to e-Cassandra (e-Cassandra is an internet based hazard log system hosted on the RLI) e. holds the QA certification ISO 9001:2008 with appropriate scope The potential providers may be down-selected through the use of a Pre-Qualification Questionnaire (PQQ) prior to issue of the Invitation to Tender. The award criteria will be the economically most advantageous tender in terms of the criteria stated in the ITT.
