GB-Donnington: GB - Donnington, Ternhill, Brecon and Hereford Out Of Hours Primary Healthcare Services

Services provided by medical personnel. Provision of Out of Hours Primary Care Services for Registered Patients at APHCS Medical Centres, at Donnington, Ternhill, Brecon and Hereford with a patient population IRO 3500 soldiers. (a) The Contractor will provide the Primary Health Care Out of Hours services which must be of a standard no lower than those of Local Primary Care Trust approved Out of Hours providers. (b) The Provider is required to provide telephone triage services & consultations to be carried out at the providers medically equipped premises or at home of the patients as deemed clinically appropriate. (c) The successful Contractor must be able to satisfy emergency, face-to-face consultations within 1 hour of any patient contact, be it at the patient’s home or from the contractor’s own fully, medically equipped premises. (d) The Contractor shall be required to provide from a pool of suitably qualified Medical Practitioners who hold the equivalent (or higher) qualifications than would be expected of a General Practitioner and ideally will have working knowledge of Military Medical Procedures & terminology. (e) Individual elements of the PHC service may be subcontracted but all elements must, separately and together, meet the access and performance criteria laid by the Authority and the prime Contractor remains responsible for the quality and governance of services provided and all costs of any subcontracting. (f). The Contractor and all premises used to deliver services (except those provided by the Authority) are to be registered with the Care Quality Commission. All healthcare professionals involved in delivering the service are to be appropriately qualified, indemnified and fully registered, licensed and certified without restrictions with the relevant UK Health and Social Care Regulator. (g) Contract duration will be one year with 2 option years, subject to annual review based on first, the Authority’s continuing need and then, Contractor’s performance. Contractors who consider they can provide the requirement and who wish to be considered for an Invitation To Tender, must express their interest by letter, facsimile or email to the Contracting Authority stated by no later than 1000 on Monday 16th January 2012.
