The business need is to support the delivery of the Professionalising Investigations Programme (both PIP level 1 and 2) by equipping the Crime Directorate Learning and Development team with an appropriate case study support tool. In order for the UKBA to achieve its core objective of tackling serious and organised crime, it is important for the agency to provide the appropriate quality of training. The system the Crime directorate requires will need to use appropriate IT to train officers around the regions in the tactical and strategic management of complex crime investigations. The Case Study Support System should encourage participatory learning, allowing delegates to fully engage; it should be mobile, so that training can be delivered across the regions wherever PIP courses are required; environmentally friendly, minimising the use of paper and any negative impact on the environment and most importantly, should maximise the available resources so that the extensive delivery of PIP delivery is not disrupted as a result of the limited number of qualified trainers. The system should allow trainers to feed information to trainee criminal investigators using IT, as if they were participating in a real-life investigation.
