Neighbourhood planning is a new right for neighbourhoods introduced through the Localism Act 2011. Local neighbourhoods are now able to produce: • Neighbourhood Development Plans (a vision and policies for the future development of the neighbourhood area); • Neighbourhood Development Orders (giving permission for development in compliance with the order); and • Community Right to Build Orders (giving permission for small scale, site-specific developments of community facilities). There are over 220 neighbourhood planning frontrunners. We estimate at least a further 100 non frontrunners are currently doing neighbourhood planning. The Department for Communities and Local Government (“DCLGâ€) is seeking bids from organisations (“tenderersâ€) that can demonstrate they have the necessary expertise, skills and experience to deliver a two-year programme (from 1 April 2013 until 31 March 2015) including: • Direct support to neighbourhoods to help them through the stages of a neighbourhood planning. • Delivery of a Grant Administration Scheme to contribute to costs. • Sharing of learning (through case studies etc).
