Joint Equipment Service (JES)

Southampton City Council (SCC) and Portsmouth City Council (PCC) on behalf of their partner organisations NHS Southampton (NHSS) and NHS Portsmouth (NHSP) intend to commission a provider to deliver a Joint Equipment Service (JES). The JES provides a range of community equipment (e.g. bathing and showering aids, pressure relief aids, walking aids, bespoke adult/paediatric equipment) that meets the needs of eligible service recipients. The scope of the service includes: • delivery and installation of standard/non-standard/bespoke equipment; • retrieval, recycling, maintenance and disposal of equipment; • technician service for minor adaptations; • provision of retail, assessment and demonstration facility; and • a web-based ordering system. The service aims to deliver the following outcomes: • To provide a service that is accessible to all members of the community with an assessed need; • To help minimise hospital, residential and nursing home admissions and to support timely discharge of patients from these settings; • To promote rehabilitation and independence, enabling people to continue living in the community; • To provide a responsive delivery and equipment installation service within set standards and guidelines; • To achieve maximum efficiencies through smart procurement and hiring of equipment; • effective and high quality repair, refurbishment and recycling; and • To maximise use of information technology (IT) to provide an efficient and accessible service that enables expenditure to be monitored at prescriber level, demand forecasting and stock control. The contract will be awarded for an initial period of 5 (five) years, with an option to extend for a further 2 (two) years. The contract will also be accessible to one existing free school and one local authority maintained school within the Southampton city boundary. In addition, the contract will be accessible to any local authority maintained schools (within either Southampton or Portsmouth city boundaries) including those which become free schools/academies during the lifetime of the contract.
