The London Borough of Barking and Dagenham invite expressions of interest from suitably experienced providers to tender for a Local Emergency Support Service. As part of the Welfare Reform Act 2012, the Government is transferring some areas of the Discretionary Social Fund to local authorities to deliver in a way that meets local need. These are crisis loans and community care grant. The London Borough of Barking and Dagenham are seeking expressions of interest from organisations, communities and groups interested in providing a localised emergency support service to deliver this funding. The Local Emergency Support service will prevent serious risk to the health or safety of the borough’s most financially excluded residents, ease severe financial pressure and help those without the necessary means to establish themselves in the community. The Local Emergency Support will be based upon the following principles and will, at all times treat those who have fallen on hard times with dignity and respect: • Transparency • Universal access • Flexibility • Parity • Connectivity Organisations may wish to consider partnership work when applying for this tender through sub contract or consortia arrangements. It is anticipated that the service will be delivered from April 2013 for a period of 2 years.
