THE PROVISION OF A DIGITAL FIRST ONLINE ASSESSMENT AND REPORTING TOOL

We require an organisation with both digital and IT expertise, which can provide a broad set of capabilities and experience delivering interactive services for the public sector and specifically in healthcare. Primary responsibilities will be to (i) deliver a simple online tool for local organisations to submit initiatives and projected savings ii) collation of this information and analysis iii) production of a visual highlighting the variance across localities. The organisation must have expertise in developing multi-channel strategies for public and private sector organisations and extensive experience in working with DH, NHS organisations and other parts of the public sector to transform their operations and shift operations to more effective channels. To develop the tool, we are looking for an organisation who can provide the following high level requirements: • web-based user experience design; • platform/content management system development skills; • proven project development skills (e.g. Agile, Prince II); • web-based interface design (front end development); • back-end database development; • visual, dynamic output (atlas of variation) production; • experience of digital development (ideally for the NHS, although other sectors will be considered); • experience of multi-channel development; and • data analytics capability. Also a broader knowledge in evolving organisational culture and designing/delivering organisational and service development as a result of implementing digital services (given that digital first is in essence a cultural and behavioural change on how NHS services will be made available). There is also a need to have experience of clinical and administrative stakeholder engagement with the NHS (or can demonstrate similar experience of stakeholder engagement in developing a tool to meet the requirements of another project). DH has a clear view that the tool is to be developed co-collaboratively with key stakeholders in the NHS to ensure it is fit for purpose. We need an organisation with the relevant skills and expertise to establish a cooperative relationship with key senior NHS stakeholders (Directors of Finance, Directors of Transformation, Chief Information Officers) in developing this benchmarking tool. DH has a view on which stakeholders could be involved, but would be open to suggestions if organisations are able to demonstrate where they have worked in conjunction with key stakeholders to develop a similar tool.
