LEAF was a grant programme funded by DECC in 2011-2, and administered by the Energy Saving Trust (EST). Under LEAF, DECC awarded a total of Â£9 million of ring-fenced funding to 236 groups, to support community action on energy and climate change. The intention of the fund was to â€œprepare communities to participate in emerging opportunities around the low carbon economy such as Green Deal, revolving funds for community renewables, Feed in Tariff and Renewable Heat Incentiveâ€ . DECC is inviting tenders for a contractor to deliver a small process evaluation, with the following objectives: â€¢ Provide an overview of what LEAF funding was spent on; and what short and longer term outputs were delivered; identify any initial outcomes where appropriate; â€¢ Identify factors which appear to support or hinder success and draw out commonalities by project or community type; â€¢ Explore the role played by community engagement in the projects; â€¢ Investigate how prepared communities are for the Green Deal or the Renewable Heat Incentive as a result of projects that were intended to support these programmes. We expect the methodology to include: â€¢ Analysis of secondary data already held by DECC: application and monitoring supplied previously by all 236 projects. â€¢ Survey of all projects (open and closed questions). â€¢ Qualitative research with a small sample of areas to develop case studies, linking with data from the secondary data sources and survey.
