"The provision is intended to help ESA claimants in selected areas of Cumbria and Lancashire District gain employment at the earliest opportunity by supporting them to move away from benefit into sustainable self employment. The provision is aimed at pre-Work programme customers either on ESA or identified as vulnerable customers by Jobcentre Plus. The provision will be available in 2 selected areas: Provision A – Blackpool, Fylde, Wyre local authority boundaries, Provision B – Pennine, Blackburn and Darwen local authority boundaries. The requirement is split into two distinct geographical areas (Provision A & Provision B), but DWP has a preference for a single contractor to deliver in both of the selected areas. Organisations can bid to deliver services for a single Lot or both Lots, but should be able to cover the whole region specified within each Lot. However, those interested in providing full geographical coverage will be required to submit separate bids for each contract package area. "
