These Terms of Reference are for a multi-country research project on the “Views, Experiences and Perceptions of Cash Transfer Programme Beneficiaries and their Communities†of cash transfer programme design, implementation and impact. The research outputs are expected to strengthen the evidence on the costs and benefits of cash transfer programmes through greater beneficiary and community inclusion in monitoring and evaluation processes, and strengthen the evidence of how best to involve them through the production of appropriate tools/methods that complement more standard programme M&E approaches).
