Hyde Park Parade Ground Reinstatement 2012-2013

Following a busy events season The Royal Parks has commenced a programme of landscape reinstatement works on the Parade Ground, the extensive and largely flat open space on the eastern side of Hyde Park stretching down from Speakers Corner towards the Serpentine. Due to the unprecedented conditions experienced during summer 2012 and the resulting muddy conditions, wood chip was laid over much of the Parade Ground event site to ensure that events were safe for visitors. The nature of the ground is relatively thin topsoils overlying stoney subsoils with deeper pans. The pattern has been complicated by surface and subsurface disturbances during and following World War 2. There is some residual debris and occasional obstructions within the soil layers. The area is also criss-crossed by a number of footpaths and there is an extensive underground car park in the north eastern sector of the site. The scope of this tender is predominantly concerned with removal of the wood chip surface and all contaminated topsoil/subsoil, repair of topsoil and subsoil conditions and grass surfaces, together with some elements of pathway and surfacing repair. The works will require careful planning and sequencing to achieve progressive reinstatement within relatively confined areas as there are obligations to maintain public access on some footpaths as well as co-ordinating with other structural works taking place on the Parade Ground and within the events programme. The works will deliver the Parade Ground to its previous condition within a strict timetable for achieving completion in spring 2013. The reinstatement works will involve full excavation of the wood chip layer and contaminated soil profiles, backfilling; pressure injection/de-compaction to restore deeper soil condition [with fissures backfilled], shallow verti-draining or scarifying, importation of specified sand; new topsoil layer for replacement soil areas; restoring levels; finishing in reinforced turf; areas to be top dressed and overseeded; repairs to sections of footpath, including fibredec surface finish. Contractors will be expected to prove practical experience of high quality soil restoration and grass sward delivery and management in conjunction with associated de-compaction, fine grading and path repair works. In particular contractors must be able to demonstrate a consistent track record in the delivery of high quality finishes in grass turfing and seeding, have managed de-compaction works and path repair, and be able to demonstrate responsive abilities in managing and delivering quality within constraints on a nationally prominent site. Tenderers will be asked to demonstrate their methodologies and field examples for delivering the works within the constraints of site conditions, site requirements and timetable.
