Banking services. Financial transaction processing and clearing-house services. Provision of banking services for public sector organisations. This project is to re-let the existing framework which was established for the first time in 2008 and is possibly today the only national framework for Local Authorities and the wider public sector (as defined below), saving public sector organisations time and money in procuring banking services. Spend under the current framework is around GBP 1 m pa, representing the lower figure of GBP 4 m (in the range GBP 4m to GBP 20m above in this notice), over the full four years of the framework. To date, the current framework has attracted interest from over 50 organisations, allowing the new framework significant potential for growth, possibly up to GBP 5 m pa (GBP 20 m over 4 years) with the additional services described below. As well as general banking services for public sector organisations, the requirements now additionally include merchant acquiring services for debit and credit card processing and bill payment systems - to allow for payment transactions to the public sector organisations to be made by customers using a variety of different payment methods. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement. Whilst initially for use by local authorities served by the Pro5 Group (a collaboration between CBC, NEPO, ESPO, YPO and the wider public sector), being Central Purchasing Bodies as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Police, Fire and Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords.
