The service has a key role in enabling vulnerable people to remain in their own homes, reduces reliance on formal care and links with other community-based services delivered by health and social care by providing: Community products and equipment Aids and adaptions Continence products Pressure area care Retail outlets/demonstration facilities The ICESS is the mechanism by which equipment, products and works are purchased and/or arranged by the provider on behalf of commissioners. Equipment, products and works are ordered by authorised prescribers from health and social care organisations via the providers secure web-based system and loaned or provided to service users within a range of predetermined delivery and collection speeds across the County of Wiltshire. On collection the provider has responsibility to clean, refurbish, maintain, service, store and return the product to stock, when the cost of doing so is less than the cost of replacing and with consideration to the remaining life of the equipment. In addition, the ICESS provides regular maintenance and safety checks of all equipment, products and works in store and out in the community in line with national regulations and guidance. The procurement is subject to the Public Contracts Regulations 2015 (PCR 2015).
