The Council entered into an emergency agreement with JMC (Engineering) UK Ltd for security provision (24hr manned guards, provision of fencing and signage). The Council needs this arrangement to mitigate the health and safety risks, as detailed later on in this narrative. It is imperative that the same contractor remains on site to ensure the continuity of the site security due to their extensive site-specific knowledge. JMC Engineering also have specialist experience in decommissioning mining sites, and the specific hazards involved. The continuation of the agreement will also ensure that there is no period where the site is insecure.
