383040-2012: UK-Horsham: fitted kitchens

The Authority is seeking expressions of interest from suitably qualified and experienced contractors to deliver a programme of planned improvement works (the "Programme") to its residential housing stock, comprising approximately 300 tenanted properties in the contract area. The number of properties may increase or decrease over the life of the Programme. The Programme shall primarily comprise kitchen and bathroom refurbishment works, but the successful contractor may also be required to carry out other associated works as may be required, such as structural work, partial renewal of mechanical and electrical installations, aids and adaptations and internal works. The successful service provider will be expected to deliver all aspects of the Programme in accordance with the Authority's performance requirements, as set out in the contract documents.
The Authority is seeking to establish a framework arrangement (the "Framework") with a single service provider to deliver the Programme. It is anticipated that the highest scoring service provider shall be awarded the work under the Framework. The Framework will be awarded to a single service provider for a period of four years but Applicants should note that call-offs may extend into a fifth year.
The Authority will enter into a bespoke form of framework agreement with the successful service provider, and will employ an amended form of TPC2005 Term Partnering Contract as the form of framework contract for the Programme.
The value of the Framework is expected to be between 6 000 000 GBP and 14 000 000 GBP (excl VAT) over the term of the Framework. Based on previous years' spending, the Authority anticipates a minimum annual spend of approximately 1 440 000 GBP a year (excl VAT). However, the Authority makes no guarantee as to the amount or value of work awarded under the Framework. The works to be let under the Framework will be awarded at the sole discretion of the Authority including the size, content, location and mix to ensure best value for money.
The Authority is keen to promote sustainable communities including development of training and skills. To that end, the Framework will include provisions relating in particular to the achievement of social aims. Further details will be provided in the tender documents.
