The overall requirement is to provide support to the overall management of the proposed migration and programme plan at Quarry House, Leeds. Provide overall Project Management Services implementing strong leadership, robust governance, stringent control, effective change management and efficient decision making. The Department and its ALB family already has a significant office estate, concentrated in London, Leeds and Newcastle. As functions move out of the Department and other ALBs, there will be increasing surplus accommodation available on the Departmental estate, which may remain a continuing liability for some years to come given the current lease constraints. Utilising this spare space for the new ALBs wherever possible will be critical to reducing the property overhead through the SR period and meeting the Department’s savings targets through shared services from joint use of property and associated building services. This is particularly critical in Leeds given the size of the Department’s commitment to Quarry House.
