Southend on Sea Borough Council’s Children & Learning Department is inviting expressions of interest from established, suitably experienced organisations, to provide specialist Domestic Abuse Services. This contract will support children who have experienced Domestic Abuse, working with both the children and their families, including both the perpetrator and the non-abusing parent or carer. The key objectives of this service are; • to ensure that the children and non-abusing parent receive the support that they need to be as safe as possible and maintain a healthy relationship • to reduce the need for children to receive Stage 4 social care services • to address the impact of the abuse, on the ability of the non-abusing parent to provide safe care for their children. • to work with other agencies to ensure a holistic solution • raise awareness of the effects of domestic abuse and to signpost service users to other organisations who can provide additional help The estimated annual value of this contract is £85k per annum, with an initial contract period of 3 years, with an option to extend for a further additional 2 years, at 12 month intervals. The successful organisation must have a proven track record and a comprehensive understanding of; • Attachment theory to address the disorganised and disrupted attachment experienced when abuse disables the child’s mother and undermines the father’s emotional involvement with the child. • The processes of loss and grief which confront children as they come to terms with the adverse experiences brought on by violence and abuse. • Intervention processes which recognises and acknowledges children’s traumatic reactions to seeing incidents of domestic abuse. • Systemic and ecological analysis which situates individual work with children within the wider context of their family, social and community networks.
