The Good Governance Fund (GGF) is a highly responsive, adaptive, demand-led fund, largely focused on the provision of technical assistance in support of governance and economic reform in Ukraine, Georgia, Moldova, Serbia and Bosnia and Herzegovina (BiH). Established in 2015, the GGF has funding approved until March 2021. The Joint Unit for the GGF is aiming to have the M&E provider in place in the 2017/18 financial year to support monitoring of GGF programming (in particular to support the adaptive programming approach), help facilitate learning across the GGF (within and across countries), and to conduct a midline and endline evaluation of the portfolio. A Monitoring and Evaluation (M&E) provider will be contracted to support: (i) tracking of progress towards achieving outcomes (including leveraging wider resource and political commitment to reform areas, and influencing government and donor policy), (ii) monitoring changes in the context, assumptions, risks, constraints and opportunities, (iii) the GGF to identify and use this evidence and learning to inform decision making, (iv) to test the overall GGF theory of change and the key hypotheses within this with midline and endline evaluations.
