Review of process for High Voltage Major Electrical Plant associated with Wind Farm Installations

The overall aim of the work is for Ofgem to understand the current expected industry requirements in relation to the commissioning of offshore transmission assets that would be fair and reasonable on purchase or takeover of assets. Ofgem is seeking an impartial view on the process so that it is clear what reasonable stages and tests would be required from both developer and purchaser perspective. As part of this overall aim, the consultant is requested to prepare a report based on the earliest point possible for the transfer of the transmission system for the respective parties.

The scope has been structured into two definitive parts (Note suppliers must bid for both parts for their tender to be considered):

Part (a) Export HVAC Transmission System acceptance testing and takeover/sale requirements This should include where relevant, any reference to other assets which should be considered in defining the different stages to handover.

Part (b) HVDC VSC Installations acceptance testing and takeover/sale requirements

This should include an assessment of the implications to any conclusions defined in Part (a) which would impact on the introduction of the new family of Voltage Source Convertors (VSC) High Voltage Direct Current (HVDC) convertors and associated HVDC cables.
