The appointed technical & business case adviser will be employed to provide technical & business case advice to the DfT on the Intercity Express Programme (IEP).
This appointment is expected to commence on 17/04/13 and run for 2 years. However the proposed contract will include an option to extend for periods up to a further 2 years subject to satisfactory performance at all times.
The appointed firm will be expected to work with DfT's Rail Projects team. The technical & business case advisers will also need to work closely with other DfT advisers, e.g. legal and financial, where a coordinated approach is required.
The DfT is looking to secure excellent value for money and the appointed firm will be required to provide proposals that offer cost reduction, efficiency and improvement opportunities for their services which will be reviewed throughout the contract term, and will be required to ensure the transfer of skills and knowledge related to their work on the project to the Department throughout their contract.
Throughout the life of the proposed contract the appointed firm will be required to provide fixed lump sum prices for discrete tasks. Where work is undertaken against daily rates the appointed firm will be required to provide appropriate discounts for periods of committed demand.
The requirement is for both Technical and Business case expertise, and is divided into these two work packages. On a day to day basis, the resources for these two work packages are expected to work together as part of a multi-disciplinary team made up of representatives from the Department, the Train Operating Companies, Network Rail, and external legal, financial and procurement advisors.
The Contractor will be required to nominate an overall Technical lead, who will be expected to be based off-site, but expected to attend meetings and site visits both in the UK and abroad as required.
The overall Technical Lead will report to the DfT Technical Team. To support knowledge transfer and continuity the Technical Advisor will be required to collaborate closely with DfT staff and particularly the other members of the DfT Technical Team.
The Business Case advisor will report to the DfT Sponsor and work closely with other members of the team.
