Pay Benchmarking Data

Departments and agencies have had the authority to develop terms and conditions for their staff below the Senior Civil Service (SCS) since the early 1990’s with full delegation from April 1996. Over time this has resulted in some cases in wide variations in the pay of staff employed on broadly similar work, with similar skills sets, and drawn from and employed in similar geographical areas. For some time, Cabinet Office and HM Treasury have been working with departments to improve the operation of the delegated pay arrangements. As part of this work it was decided there was a need for common sources of market pay data to be made available to departments to inform their reward strategies. Such data is shared across departments, and enables departments to make market comparisons across the economy, and in relation to different definitions of reward. The data takes into account variations in market facing pay across the public and private sector. The current contract to provide the data has now expired and departments would like Cabinet Office to facilitate a new tender exercise to continue purchasing such data on their behalf.
