The National Institute for Health and Clinical Excellence (NICE) is the independent organisation responsible for providing national guidance on the promotion of good health and the prevention and treatment of ill health. Within NICE the Centre for Public Health Excellence (CPHE) is responsible for producing public health guidance that can help prevent disease or improve health.
NICE has been asked by the Department of Health to produce public health guidance on effective implementation and delivery of approaches for the prevention of excess winter deaths and morbidity and the health risks associated with cold weather and cold homes, with a specific focus on vulnerable children and older people to promote and protect their health and wellbeing both in the short and longer term.
The draft scope for this guidance will be published on the NICE website for consultation in February 2013 http://guidance.nice.org.uk/PHG/70
This guidance will be developed by a Public Health Advisory Committee (PHAC) in 2013/14.
NICE would like to commission reviews of the quantitative and qualitative evidence (Lot 1) and a full economic analysis (Lot 2). The reviews and model will be considered by the Public Health Advisory Committee. The role of Committee is to draft recommendations, supported by the NICE CPHE team. Interested parties will be able to bid for either Lot 1 or Lot 2 or provide separate bids for both Lots:
- Qualitative and quantitative reviews of the evidence (Lot 1)
- Full economic analysis (review of economic evidence and economic modelling) (Lot 2)
