The Contract is for the purchase (as detailed herewith and in the related Memorandum of Information and Pre Qualification Documentation availabile on request to applicants following receipt of electronic expressions of interest sent to the contact point detailed in Annex AI/ AII, and in subsequent invitation to tender documentation) of
i) Range of specified sustainable economic, social, equality and environmental
returns, as referenced within the
tender documentation pursuant to the statutory and public policy obligations of the
relevant public authority responsible for providing grant funding, in particular relating
to s. 75(1) of the NI Act 1998."
ii) The design and construction of a new stadium at Casement Park Stadium for the Contracting Authority which will comprise demolition and disposal of the entire existing facilities and the construction of the new circa 40,000 all seated spectator stadium, which will reflect the scale, materiality and form of modern stadia constructed within designated sports grounds, in line with recognised guidelines currently operating within Europe. The stadium will incorporate changing, training, hospitality, acoustic performance capabilites, media facilities, community rooms, third party uses, offices, and storage facilities etc.
The new stadium will provide modernised safety and comfort capable of maximising the safe spectator capacity and achievement of full grounds certification in compliance with The Safety of Sports Grounds (NI) Order 2006 (commonly known as the Red Guide). The stands will include full mechanical & electrical installations, flood lighting, hospitality & refreshment outlets, toilets, indoor training/warm up areas, storage areas, offices, media rooms, changing/shower rooms, retail area and ticket outlets. In addition to the stadium, the works will also include associated stadium access/ egress routes, construction of grounds-man stores, turnstiles, site works, car parking, external lighting, hard and soft landscaping a new pitch and drainage installations.
This project is subject to availability of grant funding through the Department of Culture, Arts and Leisure. Public investment by the Department of Culture, Arts and Leisure (DCAL) is required, inter alia, to promote sustainable economic development, maximise social returns and tackle socio-economic inequalities. The successful EO/Applicant and their supply chains shall each be respectively required to adhere to core specified contractual obligations which serve DCAL's related public policy and statutory obligations in these regards (including, inter alia, s.75(1) of the NI Act 1998). Specific contract clauses and/or award criteria may therefore relate to sustainable economic, social, environmental and equality requirements. Demonstrable commitment to these core componential contractual requirements will be part of the Invitation to Tender stage and awarding of this contract.
