Contract value: This contract is for Lead Consultancy Services from RIBA Stage A – L in relation to a phased redevelopment of Agar Grove Estate.Lead Consultancy services are envisaged to consist of:Project & Development Management including design coordination, Quantity Surveying & Cost Management, Technical Consultants - Mechanical and Electrical Engineering, Civil and Structural Engineering and CDM/H&S Advisor and Employers AgentIt is to be assumed that the construction work will be carried out using Design and Build Construction Contracts, subject to the relevant approvals. The contract will be subject to break clauses at the end of each RIBA stage.The estimated construction value and program dates for the construction work are as follows:£55M start on site 2nd / 3rd Quarter 2014.Agar Grove Estate comprises residential 249 units, of which Lulworth tower block (137 units) will be retained and the surrounding low rise blocks (112 units) will be redeveloped, subject to relevant approvals. The Agar Grove Estate also includes a recently constructed children's centre commissioned by Camden Council which will be retained as well as 2 small housing association blocks which are not owned by Camden.Agar Grove Estate was constructed by the London Borough of Camden in 1966. Agar Grove Estate is located within the St Pancras and Somers Town Ward and is bordered to the south by the London Overground North London line and to the east by the Camley Street Industrial Units and then the East Midlands mainline railway into St Pancras. The estate is bordered to the north by Agar Grove and to the west by St Pancras Way.Agar Grove consists of a mix of post war low rise flats with a tower block at the centre of the estate. The accommodation consists of a range of unit sizes with a larger amount of family housing arranged generally in the form of flats.Camden Council wish to redevelop the estate and have undertaken initial feasibility and resident consultation work. The following information is based on an indicative sketch scheme and is subject to further consultation, design work and confirmation:— Demolition of 112 existing homes, creation 361 new homes which is a net increase of 249 homes.— Mix of tenures to include private, shared ownership and social rent as well as some non-residential uses.— Improved urban design, maximising use of the site for housing, promoting accessibility and improved usable green space.— Scheme to generate a capital receipt for investment into existing Camden housing stock,— Redevelopment scheme includes improvements to Lulworth Tower which would be retained as well as site wide landscape and public realm improvements.The lead consultant will be expected to deliver highly sustainable buildings which are maintenance efficient and well designed in terms of the relationship between mixed tenure residential, commercial and non-residential use classes and public realm. It should be noted that this scheme is subject to detailed design and further consultation with residents, stakeholders and the local planning authority. There are a number of factors which need to be worked through and balanced including the provision of affordable housing, the offer to existing residents, land acquisition costs, regeneration benefits and identification and mitigation strategies for key project risks.Please note that architectural and landscaping design consultancy services have already been procured and appointed however this commission will include management of design process / coordination with other consultants and recruitment of other smaller sub-consultants.Estimated value excluding VAT: 2 600 000 GBP
